The Surface team focuses on building devices that fully express the Microsoft vision, and the Surface RF Team focuses on the wireless features that transform that vision into reality. Creating these devices requires close coordination between a wide variety of internal Microsoft teams and strategic technology partners. Program Managers drive that coordination and play a crucial role in the overall product realization process.

As a Wireless Carrier Program Manager on the Surface RF Team, you will represent Surface in the complex technical relationships with designated wireless carriers. You will collaborate with the internal Windows, Surface HW, Surface SW and device validation teams, as well as strategic external partners. You will work diligently to collect carrier requirements, review and digest those together with Surface Engineering teams and construct responses back to Carriers on what our products will and will not support. You will maintain and adapt carrier certification plans and schedules and communicate those clearly both internally and externally with carriers and test partners. You will continuously adapt our processes to improve overall team efficiency and effectiveness in execution. You will succeed in this role by leading without authority; communicating clearly and effectively; effectively building consensus among key team members; leveraging strong cross-functional management skills; driving coordination with external strategic and tactical partners; adapting in a dynamic and demanding environment; identifying gaps and working with functional managers and leads to fill those gaps; removing obstacles that are blocking or slowing progress; managing and communicating risks; and efficiently reporting status to relevant teams and leaders. Your expertise from previously working with carrier partners and successfully shipping cellular enabled devices will be particularly useful in this role as we expand our cellular connected Surface device offerings and transition to a 5G cellular enabled world.


  • Align with the device program team on overarching business goals and high-level requirements
  • Create, own and drive carrier certification schedule together with Dev, DVE and PM counterparts
  • Technical requirements negotiation that balances the best user experiences vs carrier requirements
  • Disseminating and prioritizing new carrier requirements to appropriate Engineering teams
  • Execute on carrier strategy as defined by business leadership
  • Communicate updates to program regularly on status of carrier cert activities
  • Drive Carrier RFP process together with Product Line and Marketing counterparts
  • Own Carrier ‘one-pager’ defining key characteristics of designated carrier(s) such as cert timelines and key technical requirements
  • Develop and maintain strong connections with key interfaces in designated Carrier(s)
  • Coordinate with program teams to ensure bottom-up certification schedules merge with the program top-down schedules
  • Align with the Windows and Surface SW Dev teams on critical device program dependencies
  • Ensure cross-functional and cross-organizational alignment throughout all phases of the program
  • Drive strategic and tactical external partners to ensure efficient and successful engagements
  • Adapt where necessary for specific programs, but maximize commonality for multiple program efficiencies
  • Identify hidden costs and adapt execution strategies to eliminate from future programs
  • Continuously manage, mitigate, and communicate risks, and proactively inform senior leadership as necessary
  • Organize and present program status to the business, engineering, and senior leadership teams
  • Coordinate transition to sustaining engineering team


Required Qualifications:

  • 5+ years of technical program management experience
  • 3+ years of direct experience shipping multiple cellular enabled devices with recent certification experience
  • Proven understanding of mobile operator and industry (such as GCF, PTCRB, WFA and BTSig) certifications
  • Bachelor's degree or higher

Preferred Qualification:

  • Excellent written and verbal communication skills
  • Proficient in deploying and adapting lean processes in a dynamic organization
  • Moderate technical understanding of modern wireless communication systems and device side architectures
  • Basic understanding 3GPP/3GPP2 air interface protocols such as NR, LTE-A, HSPA, WCDMA, GSM, EV-DO, and 1xRTT
  • Basic understanding of 802.11 air interfaces, Bluetooth, GNSS, NFC and hybrid wireless location technologies
  • Adept at driving highly capable and diverse design engineers without interfering
  • BS or MS in Electrical Engineering, Computer Engineering, or Computer Science
  • Demonstrable ability to map modern agile software process concepts to programs with hardware, firmware and strict certifications
