Microsoft Federal serves the U.S. Government (USG), allowing Microsoft to support the growing government business. The organization supports the capabilities and requirements to service USG through direct sales, contracting, and billing with the USG. Microsoft Federal entity will meet obligations of manage contracts with the USG through six business teams and three enablement teams.

The Senior Bid and Proposal Manager (BPM) will be responsible for tracking and managing task order activity for a multi-billion-dollar IDIQ vehicle. The BPM will develop and manage task order tracking and approval processes, build and maintain a library of task order reusable content, lead late phase capture actvities, and lead and develop proposal content. The candidate should have proven experience supporting all phases of the proposal management lifecycle for large and complex IT contracts with values exceeding $50M. The BPM will work with program leadership to develop task order strategy and value propositions, and will drive consistency and quality among the entire pipeline of task order proposal responses. The BPM will lead and end-to-end process resulting in compelling, compliant, competitive and highly professional RFXresponse documents while maintaining in-depth knowledge of Microsoft’s capabilities and strategy and ensuring that outputs reflect Microsoft’s brand, strategy and offering.

- Plan, manage and direct proposal response teams for large and complex task order RFxs. Collaborate with diverse, cross-functional teams to develop compelling proposal responses. Verify that complex technical solutions are communicated clearly and according to customer requirements. Conduct proposal reviews.
- Maintain a high level of communication with proposal teams and executive stakeholders regarding proposal status, quality, and any associated issues or risks.
- Spearhead a process for logging and tracking task order RFPs and the associated bid/no-bid decision-making.
- Establish and maintain templates and boilerplate content to facilitate streamlined drafting of RFx.
- Coordinate and support face-to-face customer meetings with senior management and C-Level Executives
The IDIQ Bid and Proposal Manager (BPM) should have extensive experience leading highly complex proposal responses for a wide range of customers, including short-turn task order responses. The BPM should be deeply familiar with industry leading proposal processes and best practices (e.g. Shipley, APMP). The candidate should have a strong background in Information Technology concepts and principles and extensive experience supporting IT proposals across a wide range of technical disciplines, with a willingness to deep dive into cloud computing subject matter. The BPM must have demonstrated experience leading and collaborating in a matrixed team/organization (ex. services, engineering, legal, sales, marketing) to develop and win large competitive prime proposals.
The BPM must be an experienced, professional leader and communicator who is comfortable in front of large groups as well as senior government and industry personnel. The candidate should have an in-depth understanding of Microsoft solutions and associated technologies, particularly Cloud technology. Preferred qualifications include: 10+ years of experience in managing government IT proposals; experience leading multi-million and multi-billion-dollar; exceptional leadership, negotiation, organizational, creative, presentation, written and verbal communication skills. Candidate must be willing to complete government security clearance process.

Cloud Screening: Candidates must be able to successfully complete and pass a Microsoft Cloud background screening. Required Cloud Screenings will be administered on a recurring bi-annual basis.
